:Keep system taskbar in full sreen" feature not working

The setting in SYSTEM SETTING -> KEEP SYSTEM TASKBAR setting no longer works in you the last few beta. It is a minoir setting for most users, but it is kind of necessary for me. Kindly please check and see if it is possible to fix. Thank you in advance.
Ps. I had reported that long time ago, the "time12" custom-units attribute option values shows from 12:00 -> 12:59 in Noon time as 12:xx AM
when it should be 12:xx PM, from 1:00 Noon time on,it will show correctly as 1:00PM.
